Doesn't have the stringent code of conduct of the elder Katari's and is more in for profits than the thrill. Doesn't mind hurting people.
Touko's family is made of phantom thieves and a mix of villains and vigilantes; she grew up into the family business, raised on her grandmother's tales of heists and daring. As a little girl, she knew she wanted to continue the family legacy, but unlike her predecessors, she never felt the need to temper her abilities, never saw the need to keep others from harm, since neither civilians nor heroes kept her parents from harm, killed not on a heist or on the run, but victims of chance due to a fight between a pro hero and some no name villain.
Quirk: 催眠||済民 (Saimin) Type: emitter Range: contact This quirk allows the user to control others by writing on their skin as a subconscious command. The effect lasts as long as the words the user writes re legible (so a command in water based marker fades over time, but a tattoo or brand would theoretically last forever). Simple and specific commands work best – “forget seeing Kaitou” is more effective than “hand me your keys, lead me to the vault, and then forget seeing and interacting with Kaitou”. Open ended commands – for example, “hurt your friends” can cause the target to hurt everyone around them in a variety of ways, physically, mentally, emotionally, etc, but a command stating “physically hurt the mayor of Edogawa” would, obviously, make the target figure out a way to cause damage to the mayor. The mind control will not allow a person to hurt themselves, but it can allow them to hurt and possibly kill others. A person who sees the words, unless the command specifies that they can not notice them, will know that they are being controlled, but otherwise, the target believes whatever they're doing is of their own free will. The quirk can fail, especially on those with mental quirks or with severe mental training to resist mind control. The quirk can also fail due to mental trauma due to the suggestion (which is why Touko doesn't often control people to kill or hurt their friends). The language used must be the target's native language or it will not work. On the national registry it's written as ” 済民“ as Touko, as a child, tricked the civil servant and convinced him that her quirk only allows her to remove mental fatigue by writing on people's skin (which it can!). The obvious weakness is that if Touko can't reach skin or doesn't have a marker, she can't control a person. Her normal MO is to use a mild sleeping agent, knock a person, and write some commands in a hard to notice place that gets washed often with a water based marker.
